Overview

This document establishes the rules governing the monitoring and evaluation of investment projects included in the State Investment Program of the Republic of Azerbaijan. Its purpose is to ensure timely and effective implementation of projects, strengthen accountability, manage risks, and improve the use of public investment resources. The rules define institutional responsibilities, reporting requirements, monitoring methods (including desk-based and on-site monitoring), and procedures for corrective actions when deviations or risks are identified. They also set out requirements for periodic, final, and portfolio-level reporting, supported by standardized reporting templates. In addition, the document provides a framework for reallocating funds, revising projects, and conducting ex post evaluations to assess results and inform future investment decisions.
